A 21-year-old Pennsylvania man was arrested by the FBI after investigators say he spent months building toward an ISIS-inspired mass casualty attack, stockpiling a rifle, hundreds of rounds of ammunition and roughly 30 knives before agents moved in. Jonathan Hunter Kramer, of Valencia, Pennsylvania, was taken into custody on September 15 after federal prosecutors unsealed a criminal complaint charging him with receiving a firearm and ammunition in support of a foreign terrorist organization.

Who is Jonathan Hunter Kramer

Kramer, who allegedly used the online alias “Hamza Al Rashid,” had already come to the attention of Pennsylvania authorities in 2023, when he faced a state delinquency adjudication tied to an earlier mass-casualty plot and to possession of child sexual abuse material, according to court filings cited by federal prosecutors.

What investigators say they found

Agents say a search connected to Kramer turned up a semiautomatic rifle, five magazines — two standard and three with 30-round capacity — a rifle scope and bipod, 190 rounds of ammunition, an entrenchment tool, a prayer rug, pepper spray and about 30 knives. Investigators also recovered a handwritten note in which Kramer allegedly expressed fear about what he was planning.

The days before the arrest

According to the complaint, FBI surveillance on September 12 observed Kramer purchasing a disposable phone, meeting with another individual who was carrying a bag, paying cash for a hotel room and visiting the gun counter at a sporting goods store. FBI Director Kash Patel said Kramer had been “engaging with ISIS propaganda online, building attack concepts, and repeatedly expressing extremist rhetoric.” Attorney General Todd Blanche said the case shows investigators “thwarted this alleged attack before innocent lives could be lost.”

Kramer faces a federal charge of receiving a firearm and ammunition in support of ISIS. It is not yet clear from court records when he is scheduled to be arraigned or whether he has entered a plea.
